Current pathway: Yes, if the work-permit term meets the published requirement.
Which CIBC program applies?
CIBC Smart Account for Foreign Workers. CIBC currently requires a Canadian work permit issued for at least a 12-month term for its foreign-worker newcomer route. The published monthly-fee rebate is 24 months.
Documents to prepare
- Canadian work permit (IMM 1442) issued for at least a 12-month term
- Government photo identification
- Proof of entry into Canada / other supporting documents requested by CIBC
Credit-card note
A work permit shorter than the published 12-month term may not qualify for this special newcomer route.
Can you apply before arriving in Canada?
CIBC Smart Arrival lets eligible permanent residents, foreign workers and international students apply before arrival. CIBC currently requires arrival within the next 12 months, a valid passport, UCI and applicable Canadian immigration documents.

If you do not qualify for the special newcomer offer
FCAC states that a person may be able to open a bank account with proper identification even if they are not a Canadian citizen or live in another country. Special newcomer promotions have narrower bank-specific eligibility than the underlying right to seek a basic account.
This matters because a five-year newcomer window, minimum work-permit term or student-program rule can determine whether you receive a promotion without necessarily deciding whether an ordinary personal account can be opened.
