What the table measures
This reference maps the public eligibility language for special newcomer banking routes. It does not rank the banks, predict approval or assume a promotional offer is available to every person who can legally open a bank account.
The most important distinction: account access versus newcomer-offer eligibility
FCAC states that a person may be able to open a bank account with proper identification even if they are not a Canadian citizen or live in another country. Special newcomer promotions have narrower bank-specific eligibility than the underlying right to seek a basic account.

Key eligibility differences
CIBC: the published newcomer route uses a five-year permanent-resident window, while foreign workers need a work permit issued for at least a 12-month term. International students use a student route. Smart Arrival can support all three statuses before landing, subject to country and document rules.
BMO: NewStart currently uses a five-year arrival window for permanent residents and foreign workers. International students use the student banking route. The pre-arrival process currently supports all three from qualifying countries when arriving within 12 months.
RBC: RBC publishes a first-year fee waiver for its newcomer Advantage Banking offer and separate student banking. Its no-credit-history credit-card language is unusually explicit: permanent residents and international students within 12 months of arrival, and temporary resident workers within 48 months, subject to eligibility and credit criteria. RBC also publishes a pre-arrival account route from eligible countries.
Scotiabank: StartRight currently covers permanent residents in Canada for under five years, foreign workers and international students. Scotiabank also publishes a pre-arrival International Account process; its newcomer guidance describes an 18-month arrival window and excludes visitor/tourist status.
