If your licence is from a reciprocal jurisdiction
ICBC maintains a licence-exchange program for specified jurisdictions. If your licence is on the current exchange list, the exchange can be completed without the full testing path, subject to identity, licence class and experience requirements.
If your country is not reciprocal
If your jurisdiction is not in ICBC’s exchange program, you can still apply for a B.C. licence but normally need a knowledge test and road test. ICBC also requires the foreign licence to be surrendered when you apply.
How previous driving experience is treated
Proof of at least two years of non-learner driving experience is needed to avoid B.C.’s Graduated Licensing Program. ICBC can credit up to 15 years of driving experience from an acceptable driving record, and that record can also affect insurance pricing.
Student and temporary-resident exceptions
Full-time students at designated B.C. institutions can qualify for an exemption that allows continued driving on a valid home licence. Seasonal Agricultural Worker Program participants have a separate temporary-worker exception.
Why this matters before buying car insurance
ICBC says new B.C. residents should bring proof of driving experience; proof of insurance is no longer required for the licence-history credit. Premiums are adjusted during the first three years of B.C. driving while crash-free experience builds.
Do not assume that simply holding a foreign licence means an insurer will automatically credit every year of overseas driving. Keep the original driver abstract, licence history, claims history and translations that can prove the record.
Documents to prepare
Bring accepted primary and secondary ID, your current licence, and a driver licence history or other acceptable proof showing the original licensing date. Translation may be required at ICBC’s discretion.
