MCP does not publish one blanket wait period for all arrivals from outside Canada. Effective dates depend on applicant group and approval.

Moving from another province or territory

Applicants relocating from another province must register with MCP and may need their previous health number; confirm the assigned effective date with MCP.

Who may qualify

Permanent resident: Permanent residents can register with a PR card or Confirmation of Permanent Residence. New-applicant coverage is issued after MCP approves the registration.

Work permit: General international workers need a work permit valid at least 12 months plus full-time Newfoundland and Labrador employment for at least 12 months. Coverage starts from the later of arrival and employment commencement after approval.

International student: Qualifying full-time international students need a study permit valid at least 12 months and an eligible program of at least one year. Coverage starts from the most recent of application approval, arrival or required-document effective date.

Visitor: Tourists, transients and visitors are not eligible for MCP.

Residency rule

You must reside in Newfoundland and Labrador, be lawfully entitled to remain in Canada and meet the registration criteria for your applicant group.

Avoid an uninsured gap

Because MCP effective dates differ by applicant group, maintain temporary coverage until your MCP approval and effective date are confirmed.
