Manitoba health coverage for international students

Does this status qualify?

Study permit holders have not been eligible for Manitoba Health coverage since September 1, 2018.

When could coverage start?

If moving from outside Canada: Canadian citizens and permanent residents moving from outside Canada may apply for coverage from the date they arrive. Qualifying work permit holders can apply from the date the valid permit was issued.

If moving from another province or territory: Coverage normally begins on the first day of the third month after arrival in Manitoba.

Residency still matters

You must make Manitoba your home and meet the province’s physical-presence requirement. Immigration status determines whether temporary residents qualify.

Immigration status alone does not guarantee coverage. The provincial or territorial plan may also require proof of address, physical presence, permit validity, employment or school enrolment.

Do not assume approval means retroactive reimbursement

International students and other ineligible temporary residents should arrange private or school-provided medical coverage rather than relying on Manitoba Health.

Keep your existing provincial, employer, school or private medical coverage until the public plan confirms both eligibility and the effective date. If the plan gives you a future start date, treat the period before that date as a real insurance gap.
